Accounting System Assessments

Conduct pre-award and post award accounting system assessments to identify gaps and mitigate risks of cost-based Government contract accounting including:

  1. Assessing the system design effectiveness
  2. Testing the operational effectiveness
  3. Gauging compliance with the specified system criteria
  4. Delivering actionable implementation plans

CAS Trigger Analyses & CASB Disclosure Statements

Analyze company’s contract portfolio and inter-company support to assess whether CAS had been triggered and which business units are required to prepare CASB Disclosure Statements describing the cost accounting practices used by the CAS-covered segments and home offices. Assist companies with responding to DCAA audit and CO inquiry regarding adequacy and compliance with the requirements.

Cost Impact Analyses

Analyze and quantify changes to cost accounting practices including General Dollar Magnitude (GDM) and Detailed Cost Impact (DCI) analyses. Activities may include identifying and quantifying changes to cost accounting practices, analyzing "affected contracts," revising CASB Disclosure Statements and support DCAA and DCMA audit and negotiations.

Restructuring Proposals

Strategize and prepare internal and external restructuring proposals in accordance with DoD and other agency requirements.  Proposal assistance includes supporting synergies, drafting basis of estimate, measuring the impact and supporting advance agreement negotiations.

Cost Allowability

Many cost-based projects include an element of advising and/or testing the allowability of costs priced or claimed. Crosshair Advisors are experienced with the nuances of cost allowability whether drafting policies and procedures, supporting contractor business systems assessments, performing billing analysis or computing and testing indirect rates.  This is a core Crosshair Advisors competency.
