Deborah Nixon, Founder & Managing Officer
In a career that has spanned four decades, there is little that Deborah Nixon has not seen. As a nationally recognized expert advising on strategic positioning and risk mitigation, she enables executives and their attorneys’ decision-making to achieve Government contracting objectives. As a consultant, executive, teacher and mentor, she has honed her skills and applied an exceptional depth and breadth of knowledge of the statutes, regulations and business practices governing organizations contracting with the Federal Government.  Her experience, insight and passion has made her a sought-after speaker and advisor for those charged with navigating complex Government contracting challenges.  With over 30,000 hours consulting with more than 500 clients – Deborah is committed to helping Government contractors thrive in this heavily regulated market space. Robert Phifer, Operations Officer
With over 30 years of experience serving the U.S. military and military industrial complex, Bob leverages his vast knowledge as a DoDl subject matter resource, project manager, research analyst and proposal manager in addition to being a founding member of Crosshair Advisors.

Serving the U.S. Army, Bob achieved the rank of Command Sergeant Major where he was responsible for organizational effectiveness and conflict resolution for some of the U.S. Army’s premier units. While serving in the military he established and implemented programs supporting personnel, administration and logistics.  Following retirement from the Army, Bob worked for the Department of Defense and various Government contractors including Lockheed Martin and SAIC. In this capacity, he applied his problem-solving abilities to a range of activities including program management, customer needs assessments, staff development and training, business development and proposal management.

BOARD OF ADVISORS

Dr. Louis I. Rosen
Dr. Rosen is the President of Potomac Partners R & M, LLC and the founder and former National Director of Ernst & Young’s Government Contract Services. He is a leading advisor to companies doing business with the Government. Prior to
joining EY, Dr. Rosen served as Associate Director of the Cost Accounting Standards Board where he contributed significantly to Cost Accounting Standard 410, Cost Accounting Standard 418 and the definitions of “Cost Accounting Practice” and “Change to a Cost Accounting Practice.”

Brian F. Simmons
Brian F. Simmons is the President of GCS Founders Alliance, Inc. Prior to founding the Alliance, Brian was the National Leader of Ernst & Young’s Government Contract Services. Before joining EY, Mr. Simmons held positions with the Defense Contract Audit Agency where he served at headquarters with responsibility for designing and implementing the agency’s material management and accounting systems (MMAS) audit program. His field level activities included various senior and supervisory auditor positions at resident and branch field offices.
